Requirements for customs clearance information in Türkiye

1. According to Türkiye customs regulations:

1) File

3) Non document value of 75-1500 euros and weight less than 30 kilograms

4) Non document goods with a value exceeding 1500 euros and/or officially declared in commercial trade, even if the value is less than 1500EUR/30 kilograms

Generally, international express delivery is authorized to handle customs clearance for Class 1, Class 2, and Class 3 non commercial goods (such as samples, promotional materials, gifts, etc.).

However, if the general package value is higher than 75EUR, the goods imported into Türkiye by land/air/sea transportation will be defaulted as commercial trade goods and must be officially cleared, even if the goods invoice is marked as "no commercial value", "gift", "personal goods", etc.


2. Some special products and precautions:

For example, Türkiye has the following provisions for imported household goods and daily necessities: such goods can only be sent to individuals, and the customs clearance capacity of local DHL is limited, so the recipient can request the local customs to transfer customs clearance; The recipient must import the goods at the earliest one month before their arrival or at the latest one month after their arrival.

1) If the recipient is a citizen of Türkiye, the following information shall be provided for customs clearance: circulation letter presented by Türkiye consulate where the country of origin is located, attachment of recipient's ID card, packing list, passport attachment, and letter of authorization for customs clearance.

2) If the recipient is a foreign person, the following information shall be provided for customs clearance: tax number, passport attachment, packing list, power of attorney for customs clearance to the agent, contract attachment if the recipient holds property locally, housing lease contract for at least 2 years if the recipient rents an apartment, and residence permit and work permit in Türkiye if the recipient works in Türkiye.



3) The goods include food, medicine, cosmetics, and personal packages. Regardless of the quantity, an import license (issued by the Indonesian Food, Drug/Medical Administration) is required.


4) The goods include electronic/telecommunications products (mobile phones, smartphones, iPads, iPhones, PDAs, etc.), and the address is a personal package. The consignee needs to provide an import license issued by the Ministry of Trade. The following rules will be implemented from April 2013 onwards.

8) Imported CDs/DVDs and individual consignees can import up to 10 CDs/DVDs per shipment. If there are more than 10 CDs/DVDs, an import license must be provided. B. A listed company must provide an import license for DVDs/CDs imported as consignee, regardless of the quantity. If the imported goods do not provide the required license, the goods will be returned to the country of origin or destroyed according to customs regulations.


3. General importers provide necessary customs clearance information, such as:

1) Commercial invoice, reflecting detailed description of the goods, true value, and product name (please note that declaring samples and gifts is not acceptable)

2) Waybill, Bill of Lading B/L,

3) Certificate of Origin CO, some products require it, such as textiles

3) The exporter registration form is a certificate issued by the enterprise and sent to the Embassy of Türkiye in China for sealing, signing and countersigning. Generally, an application is made in advance when exporting to avoid delaying customer pickup.

The customs clearance tariff of Türkiye needs to be reserved by commercial invoice. The tariff is charged according to the invoice. Even for express delivery, the recipient needs to assist in customs clearance.

PS: If customs clearance fails, there may be a scrap fee (minimum of 50 euros) plus return shipping fee for the return of the goods, which will be borne by the sender.

4. For the application of the Ex porter registration form, the processing materials sealed and signed by the Embassy of Türkiye in China are as follows: (for reference)

1) Fill out the required exporter registration form and stamp and sign (provided in the form format with samples) in duplicate.

2) One copy of the exporter's business license

3) One application power of attorney (with format)

4) One foreign trade registration form
